Motion to closure of the public hearing 1. City Manager's Fiscal Year 2013 Recommended Operating Budget and Proposed Tax Increases Mayor Price made introductory remarks on the Budget. Mayor Price introduced City Manager Neil Morgan to provide introductory remarks on his Recommended Operating Budget. Mr. Charles Wornom, Chair of the Board of Trustees, VLM, requested Council maintain funding. Ms. Anne Henry, Soundscapes, Introduced Mr. Bobby Hatten, Chair, described the program, asked Council to consider funding in the Operating Budget. Packet was distributed. Ms. Brenda Thompson, parent of a child involved in Soundscapes. Asked City Council to add the program in the FY 2013 Operating Budget. Ms. Dee Johnston, Chair, NN School Board Ms. Lynn Grimsley, NNEF, voiced Foundation's support for the FY 2013 School Budget. Mr. Rick Jones, compared academic performance with other school systems in the HR area. Ranked School systems. A copy is attached. Ms. Joann Minarik commended staff on their work on the FY 2013 Recommended Operating Budget. Dr. Angela Herring, commented on the School Board Attorney. Object to the double taxation. Ask City to strip $150 K. Thanks for keeping real estate tax rate the same. Addressed increases in Water Rates. solid waste fee increases, and the sewer surcharge which deals with rules and regulations imposed; as well as recycling Moved by McMillan, seconded by Whitaker.
