I. Citizen Comments
Reverend Marcellus Harris spoke as teacher of theological seminar and recognized students who were finalizing their religious degree. Part of what they had to do was to do outreach projects and tonight they were visiting the Newport News City Council meeting for their outreach project.
Mr. John Vaughn, 5 Rexford Drive, spoke on behalf of Taxicab Association and certificate transfer of taxicabs. He stated the City of Hampton adopted proposals that almost put people out of business. Newport News Police Department’s proposals would do the same thing.
Mr. Hassen Ali noted email he received that was private information regarding the Newport News taxicab ordinance that was sent to the City of Hampton. He referenced an article in September noting that many cabs failed inspection. Someone in Newport News was helping the City of Hampton get rid of Newport News cab owners. Many cab companies were closed when they should be open in Newport News. He voiced concern about driver’s permit. He voiced concerns with certificate transfers.
J. New Business and Councilmember Comments
1. City Manager
Commented that he hoped to have another work session in November or December 2011 to discuss the taxicab ordinance. Things seem to be inherently different in Hampton than in Newport News. His goal was to make the system better.

Announced Town Hall Meeting with her and School Board Member Betty Dixon on Monday, October 17, 7 p.m. She would provide a report regarding the VML Conference on her website.

Announced Lights on After School Program will be held on Thursday, 10/20/2011, 4:30 p.m. 6:30 p.m., sponsored by NN Parks, Recreation and Tourism.
7. McMillan
Recognized the staff of the Department of Parks, Recreation and Tourism for their service during the Fall Festival held the weekend of October 1 - 2, 2011. The staff did a great job in getting mulch laid out and assisted vendors during the rainy weekend event.

Thanked Ms. Cipriano, Director, Dept. of Finance, for the report received in how the City’s budget was being handled. So many others Cities were suffering; however, Newport News was holding strong. She announced the job fair scheduled for Thursday, 10/13/2011 at Downing Gross. Announced a Joint Community meeting on Oct 27, 2011 at 6:00 pm at the North Newport News Community Center. Invited all to attend the ribbon cutting ceremoney of the new Fire Station at Hemlock and Jefferson Avenue, 2:00 pm, 10/12/2011. An open house of the new station was scheduled for Saturday, 10/15/2011.
